Yeast most likely: Usually the redness with the white surrounding is probably a yeast infection and that is treated by cream that can be usually bought here in the US but not sure about there in the country you are in. You can see if you can get Monistat, Gynelotrimin, nystatin, or Lamisil over the counter and clean the belly button with some vinegar and water then dry and rub the cream into the area 3 xs daily.
