I suppose so : Cannot see why that should stop you from scuba diving it could well lead to ankle arthritis in the future.

Pain tolerance: It depends on your pain tolorence and it can still be fixed ( syndesmosis injury). Wearing fins and the motion against resistance may cause more pain.
