Spider veins: Visible "spider" veins represent veins which have lost their valvular competence, and are dilated (widened) which makes the blood contained in them static and visible. The location described is unusual and not related to a cause for alarm, but is coincidental to straining or a former blow to the area resulting in obstructing the flow of the veins seen.
