Needs seen by doctor: Likely not serious. Get your baseline mammogram. Also do self breast exam. You do need to get this looked a to be sure it is ok.

Nothing wrong: It is common for some women to have visible veins on the breasts. They are not medically significant, they might be an aestetic problem. They can be treated with simple sclerotherapy. You should consult a vein specialist.
