Yes, it's normal.: Women's breast sizes range from almost unnoticeable to very, very large. The amount of breast tissue a woman has is genetically determined. Even very small breasts can usually successfully breastfeed a baby, and there is nothing "abnormal" about having small instead of large breasts. Beauty and function come in lots of shapes and sizes!
