All the cool kids: Discuss with your doctor and get examined, could be lots of things- like eczema, dry skin, or even greyscale... Ok I made that last one up.

Does the rash itch?: If not, it may just be from dry skin. Apply moisturizer regularly after bathing for at least 2 weeks and see if this helps. If it itches, it may be from a contact allergy to products the neck is exposed. If the above measure did not help, ask your doctor to take a look at it.
