Is it normal for a bite to last more than 3 weeks and still be red ..i had 2 red rings around the bite plus bruising..it got better but its red again?

Get it checked: It is unlikely that an insect bite would persist for 3 weeks. Unless it is infected, insect bites tend to resolve within a week. You need to get this checked for two reasons - if it is an infected insect bite it needs antibiotics or could it be possible that this is not an insect bite and some other skin lesion that needs further investigation and management.

Vague: Are you sure it was a bite? What bit you? Did you see and feel it at the time it happened? Location and size of "bite"? Itch? Tender? The answer to your question depends on the details.
