Simple: A true fluoride allergy is when somebody exhibits classic allergy based symptoms to fluoride i.e. severe rashes, shortness of breath, swelling of neck, loss in blood pressure. anything short of this is more likely to be an adverse reaction which too can be serious but perhaps treated in a different way. Adverse reaction more common than true allergy. Patch tests determine what youre allergic to

Here ya go!: “In hypersensitive individuals, fluorides occasionally cause skin eruptions such as atopic dermatitis, eczema or urticaria. Gastric distress, headache and weakness have also been reported. These hypersensitivity reactions usually disappear promptly after discontinuation of the fluoride.” http://fluoridealert.org/issues/health/hypersensitivity/
