Is there an issue with having monoxidil oil for scalp(baldness) after i had a kidney transplant(pod-12months), using tacrolimus immune suppressive?

No problem: There is no problem using Minoxidil on the scalp since it is not absorbed and may well not be effective due to your use of the drug tacrolimus. You may need to discuss switching from tacrolimus to Cyclosporine with your transplant team. By the way, Cyclosporine causes excessive hair growth - this is one of its side effects!
