Very unlikely: A positive HSV1 test result from a swab specimen usually is conclusive; false positives are extremely rare. On the other hand, blood tests for HSV1 often are false negative. So most likely the person with the positive test has genital herpes due to HSV1, especially if the swab was from a typical herpes lesion (vesicle, ulcer, etc). But if uncertain, keep working with your doctor.
