Doctor can check: One's primary care doctor can look, with a magnifier, but such a tiny bump could be a tiny comedone (whitehead or blackhead) if on the outer edge of the lip. At that location, one can also have tiny blocked oil glands, which don't need treatment, but might contain some skin oils trapped under the surface.
