Many things: Diabetic neuropathy pinched nerve in back damaged distal nerve etc etc etc...... If you have pain shooting down leg then probably pinched nerve in back.

Back arthritis: Numbness in feet can be multi-factorial including low back problems, disc hernation osteoarthritis, peripheral vascular disease pad, sciatic pain. Neuroma of the feet, tarsal tunnel syndrome.
