Im 27 and if im inactive for a period of time then suddenly do light jog/run then my hip aches , ends up being excruciating and pain shoots into thigh?

Stretch: A starting point would be to stretch your hip flexors. Rolling the area on a firm foam roller may help loosen as well. The flexors tighten with inactivity and sitting. If stretching/massage don't help, and orthopedic surgeon would be a good person to see for help treating joint pains.
