It depends on type: If the sterilization is done through the abdomen surgically rather than a Fallopian tube "plug" procedure then that can be done at any time. The Fallopian tube "plug" requires clear vision when done through the hysteroscope and heavy bleeding makes the procedure more technically difficult at menses.
