Possibly: I assume you have been evaluated by a gastroenterologist. It appears that classic reflux is not the problem. Other possibilities include a Zenker's diverticulum in the back of your throat or laryngopharyngeal reflux. These disorders don't respond to acid reflux medication. Perhaps an otolaryngologist could further evaluate you.
