Probably not: The rubella vaccine available in the USA has been studied quite extensively for years and is continuously being monitored. The risks that it "is harmful to unborn babies" when given to women days to months before they got pregnant or during pregnancy seem to be minimal, impossible to prove and apparently nonexistent. An obstetrical geneticist knowledgeable about rubella may be able to update you.
