Depends on other: Factors. What is your hemoglobin level? Do you weight at least 115 pounds? Are you on any medication? The blood bank will adminster a questionaire to determine your suitablilty to be a donor and later test your blood for infection markers.

Yes: There is not reason not to give blood because you had slightly low platelets on an old test. However, there may be other reasons not to give blood as per there protocols.
