I have a blood blister on my lower right gum. it pops but within a matter of minutes it fills back up quickly. what do i do?

Don't pop it anymore: It's time to go see your dentist/ oral surgeon for a thorough evaluation. It could be many things or nothing but without the comprehensive examination and testing its difficult to advise you.

Call your Dentist: Popping the lesion obviously is not working, so please stop doing it. Call your Dentist. He/she may want to see you, or may want to refer you to aeriodontist or Oral Surgeon. You will have to be physically examined to determine the cause of the lesion in order for the practitioner to be able to prescribe the best treatment. Not aDIY project, see a professional.
