Not much: An ice-cold drink (with little or no sugar) is refreshing and healthy, and thus can make one feel better and cry less. A cold pack on the face may help decrease the amount of inflammation caused by the blood cells that have leaked out of the tiny vessels... but the improvement is probably going to be barely noticeable. Be sure not to make the skin too cold and freeze... that would be bad.
