I have petechiae on my arms and chest, confirmed by dr. wbc is 5.5 rbc 4.20 platelets 255. does that mean everythings ok?

No: It only means that the work up did not reveal the cause for your petechiae and further work-up versus watchful observation is needed. Would also suggest seeing a dermatologist in trying to figure out the best approach as well as to confirm the petechiae.
