Yes in low doses: Pharmaceutical forms of lithium can be hazardous and should be used with caution. However, lithium orotate is much safer and generally taken in much lower doses (10-20 mg/day) vs. 900-1800 mg of prescription forms. In low doses lithium orotate is safe, well-tolerated and has many benefits but keep the dose low. See http://tinyurl.com/hlagyc8 and http://nutritionreview.org/2013/04/lithium-orotate/

No: If you have depression in need of help, see a pro. If not, why fool around? This is of doubtful value, potential toxicity, a waste of time and money. You do not have the experience or training to treat serious depression. Furthermore this type of product is notoriously prone to mislabeling, containing contaminants, containing much more or less than the stated dose.
