Need diagnosis first: before cause and treatment can be given. If you have dry skin, it is not uncommon to get plugged hair follicles called keratosis pili that can sometimes get inflamed, and is treated with moisturizers. If you have infection/folliculitis, this would be Rx with antibiotics. Or this may be some other type of rash. An exam by your doctor is a starting point.
