No and Yes: It is not normal for a person to have a temperature of 102 (that usually means there is an illness, and if it is a new illness in a child, it often is an infection of some kind). It is normal to have a fast heart rate when a person has a fever of 102. Usually, the heart rate slows down when the fever comes down.
