Hypertrophic scar: A pulse dye laser could help decrease the redness of a scar. However lasers are not the best way to treat hypertrophic scars. See your dermatologist and it is likely that they would start treatment with and injection and possibly a silicone cream. If a person has a keloid rather than a hypertrophic scar, the doctor may want to surgically remove it before injections.

It can help: Laser treatments can help soften hypertrophic scars but so will time, pressure, gel sheeting and kenalog (triamcinolone) injections. Those are cheaper and other than the shots will hurt less too. Even laser and shots can be made relatively painless by numbing. You have options.
