That how it happens: If one's thyroid gland does not make enough thyroid hormone, her TSH will drop to normal when she is taking enough thyroid hormone (in pill form). If she takes less or stops taking it, she will again have inadequate thyroid hormone, and her TSH will rise. That's the normal way the body maintains thyroid balance. A TSH of 3 or higher may mean she needs to take a larger thyroid supplement pill.
