Neck arthritis: Sounds like you have some beginning arthritis changes in the vertebrae in your neck (cervical spine). This is very common. The sound itself doesn't mean it's anything dangerous. Unless it hurts, you don't have to do anything. The "electric shock" could be a nerve that is getting pinched when you turn your head. Over time, this can get worse. Maintain range of motion by doing gentle stretches.
