Could be a cold sore: The rash could be a cold sore/fever blister, which is due to a herpes virus. If it is tingly and painful then that is a probability. You could also have a reaction to something that touched your skin there. Contact dermatitis can cause a rash and is due to an allergic reaction to something. Lastly, it could be a bacterial infection. If it does not seem to be resolving then have someone examine it.
