Is it normal for a 5 week old baby to have blue stools?

No, not blue: Babies do not normally have blue stools. The stools are usually yellow or yellow-green. Blue would be odd, so a parent can take a fresh diaper with the blue stool to the doctor to look at. The doctor will want to know if the baby is happy, what the baby is eating, and whether or not the blue color occurs with 2 different brands of diapers.
