No: It doesn't sound like a pulmonary embolism, but it does sound like muscular pain as it hurts with moving. Pleurisy, an inflammation of the lining of the lungs, is also possible but much less likely. Rib injuries should be considered if there was recent trauma. Shortness of breath or fever would be warning signs of pneumonia. By your description, it sounds like muscle pain.
