Unclear.: dermatologic conditions are hard to discuss without seeing them. Can be not anything wrong. If it ONLY looks that way flaccid and not when erect it is likely NOT anything wrong. Otherwise can be from irritation, eczema, allergic reaction, and a lot of things (nearly always of not much significance). Rubber allergy would likely be the worst common cause.
