Plastic & toothbrush: There are plastic flexible tongue scrapers on the market. You may also use your toothbrush. A pulling motion is best. A toothbrush pulling downward is best as well. Pick a device which works best in your mouth and one that allows you the best dexterity to do the best job. Plaque accumulates on the tongue and must be removed as part of your brushing routine.

Many types: Tongue scrapers can be as small as the built in ones you find on the back of a toothbrush head, to the orabrush and other larger ones. The main idea is to scrape away the debris found on the tongue and disrupt the bacterial colonies that can cause bad breath and contribute to gum problems. Make sure you get as far back on the tongue as you can and scrape towards the tip of the tongue, and rinse!
