Pinced nerve: It sounds like you have a pinced nerve there for some reason. You should see your primary care provider first to evaluate what is going on .. They will probably do some xrays or MRI and possibly refer you to a neurologist or orthopedic specialist for treatment.

Consult spine MD: This sounds as though you have a pinched nerve in your neck. Please go see a neurosurgeon of orthopedic surgeon to evaluate your neck. Other options include an urgent care center to try and get a diagnosis and treatment as soon as possible. Good luck.
