I have a consistently high wbc could this be caused by gb desease?

Possible : Elevated WBC often comes as a result of infection or underlying problem with the bone marrow. If the gallbladder is a problem then the WBC can go up.

Doubtful: An acute infection of the gallbladder or biliary system may cause an elevated wbc, but not a chronic leukocytosis.
