Relative term: There is a range of what's considered normal, but sitting up with support at 9 months, while not advanced in development, is certainly not delayed if she cannot easily pull to stand yet. My advise would be to have a developmental evaluation at the state early intervention orogram facility nearest your home if you are concerned, her development seems normal to me
