I cut my hair almost two years ago, and now i want to grow it longer. how can i be sure my hair grows at a normal rate? thank you.

It will be normal: Hair always grows at a fixed rate, which doesn't change significantly your entire life. There is no way to make it faster or slower. How often you cut it, or how much, makes no difference at all. Anything else you have heard is an old wives' taie.
