Depends: If your problem occurs only during the winter months, then dry skin may be the issue. In which case regular application of a skin moisturizer immediately after bathing may help. If it occurs during the peak pollen season, then you may have eczema and an allergy consult may be helpful. Of course, one needs to consider poison oak/ivy as well.
