Poison ivy: Poison ivy is caused by contact with the chemical in the poison ivy/oak/sumac plants, called urushiol. When it comes in contact w/skin, it causes a red rash and blisters in people allergic to urushiol. Oils of the plant stay on tools, clothing or pets' fur and be transferred that way. However poison ivy is not contagious, so it can't be spread to another person other than by contact with oils.

Topical treatment: Wash area gently with soap and water to remove any remnants of the oils. Then can use topical calamine lotion to help dry it up, and if really itchy, can use topical Hydrocortisone cream to the worst areas. If he is really uncomfortable with the itching, it is ok to use oral (by mouth) Diphenhydramine (children's benadryl) to help calm the reaction and provide relief of itching.
