Disc bulge: Bulging disc can cause symptoms. Typically if the bulge is not significant, it tends to improve over time. It also depends on medical history as to which therapy would be recommended.

Reherniation: Hemilaminectomy (removing the bony cover over the spinal canal) and discectomy (removal of herniated disc) takes care of the disc on one side of the body. So, although uncommon, unless a disc is completely removed (seen in fusions), where the disc is replaced with a piece of bone; a disc can reherniate and protrude on the same or opposite side. I would confer with your surgeon.

Not enough info: If you underwent in intervention called a "decompression", an MRI could give the answer as to the current status of your spine. It's not clear from your comment, "i tried for just a min...", whether that means you requested the procedure be terminated or something else.
