Not much: In real life, there is not a measurable difference in the risk of something bad happening when a person kisses another person who has either chapped lips or normal lips. The decision point is to kiss or not to kiss. If one is a worrier (or just trying to avoid infections), then do not kiss. If one is a kisser, then do not worry. The chapping need not be the determining factor.
