Broken: I would assume it is broken, just because she can move it dies not exclude the fact that it may be broken.

FRACTURE 5th FINGER.: Fracture of the finger is deformed and painful, also swollen, sometimes ecchymotic due to bleeding , rom deminished. Have an x-ray to confirm it.
