No common: It is very common for the labia minor (inner labia) to be quite asymmetrical in mature girls and women, but it is not normal to have the labia minor adhere to the labia majora. This could happen, however, if there had been a rash or significant irritation, scar tissue could form between them. It is quite common to see labial adhesions in young girls. It will not interfere with sex or childbirth.
