No honey till 1 year: 12-24 months, some pediatrician recommend others advice to be cautious. Symptoms are less severe for Botulism after one yr or age, but can still be a troublesome condition. Safe after 2 yrs or age. Consider safety first. Is the cough worth treating and taking a risk between these ages ?

Safe after age 1: The prime issue is the ability of botulinum spores to germinate and elaborate toxin in the infant gut. As they get past a year of age the variation in diet and advancing maturity of the gut seem to cancel out this risk.
