Even though you: are not supposed to give children under 2 yo antihistamines, as a parent I have always found Benadryl (diphenhydramine) to be a godsend at the right moment. Granted you do not want to give him/her more than 1.25 mL or 1/4 teaspoon of the 12.5 mg/5 mL Children's Benadryl (diphenhydramine) solution every 8 hours. But it can give the child a restful night sleep and you as well.

May not be allergies: An 8 month old with runny nose and coughing. These symptoms might just be due to a viral infection like a cold. It is rare for an 8 month old to have true allergies. If these symptoms have been going on for longer than 7-10 days, please see the pediatrician.
