Bump on neck just below skull when neck bent forward, a few inches about c7. could this be c2 or 3 vertebrae? is it normal to be able to feel them?

Yes: The spinous process@ C7 is commonly referred to as ' vertebrae prominens' as it easily palpable. Occasionally C6 or T1 is the 'prominent' spinous process. ( less than 10-15% of population).However all spinous process(s) may be palpable in some people as well as the base of the occipiput( skull). Hope that helps!
