Baking soda...: ... does not whiten teeth. It is an abrasive that will scrub away superficial stain, but that's about it. It will also abrade your enamel, so overuse will make your teeth weaker, thinner, and yellower. The strongest and fastest acting products are distributed by your dentist.

Fast?: Took a long time to become discolored. Don't expect a miracle cure with OtC remedies. Baking soda is not a whitening agent, it's a mild abrasive. Overuse can actually damage enamel. The best solution, see your Dentist for a professional cleaning (removes surface stain), and also for Dentist supervised treatment to whiten your teeth by intrinsic chemical reaction.
