Normal variation?: It depends on how low and in what context. Black americans (and some other ethnic/ancestry groups) can have so-called "ethnic neutropenia" (neutropenia is low neutrophils), and/or low WBC. Low WBC and neutrophils can also happen in bone marrow disorders, and infections. I would recommend seeing a hematologist.
