Stalking is both: a psychological and legal issue. Protection for the one being stalked is the first order of business which involves the police. The stalker needs psychological diagnosis and treatment. There are several types of stalkers, e.g., rejected, resentful, seeking intimacy, etc. Stalkers are good at rationalizing their behavior problems away and often have poor interpersonal skills.
