shoulder pain x4h, dropped ~1 inch lower than than other side, mobility/function limited, mild scapular pain. cannot lift arm over head. thoughts?

Shoulderpain: Tough to say without examining you. Your symptoms sound as if you at least strained one of your ligaments in your shoulder, with a possible co-existing Muscle strain of your scapula.
