See a doctor: In my humble opinion, any time a person coughs up blood, even in phlegm this warrants an evaluation by a doctor. It could be infection, it could be a growth or a tumor. It could be a posterior nose bleed back down your throat. It is never normal for this to occur, and I would advise you to be seen.
