Could be anything: Hi, is it near the skin folds? most likely it is fungal infection, try athlete‘s foot cream first. Is he diabetic? It could also be seborrhea or eczema or other things. See a doctor if not resolved soon. Of course, it could also be just dry skin. Use cetaphil cream, and take short, lukewarm showers.
